Program Goal: Expand the Practical Nursing Program by fifteen (15) students by Fall 2007 with an evening/weekend hybrid option funded by the WIRED grant. |
Objectives:
- Implement the evening/weekend hybrid option for fifteen (15) additional students enrolled in the Practical Nursing Program in Fall 2007 utilizing the WIRED grant.
- Meet the same educational standards in the evening/weekend option as the well-established day program of Practical Nursing.

Action Plan:
- Obtain approval for the expansion form the North Carolina Board of Nursing (NCBON) for the expansion of the Practical Nursing Program by 15 students.
- Advertise and hire additional full-time and part-time nursing faculty as required to meet NCBON standards for nursing programs. (Note: Personnel justification forms were submitted in March 2007 for the additional nursing instructors for the evening/weekend hybrid course for beginning employment July 1, 2007.)
- Adapt all NUR syllabi to meet the hybrid option of study.
- Place the didactic content (theory lectures) on Blackboard for on-line instruction for students in the evening/weekend hybrid option in coordination with the Dean of Education Technology.
- Video record lectures for students to view through Black Board.
- Determine appropriate required textbooks and references that will meet the needs of all students enrolled in the Practical Nursing curriculum.
- Inform the college bookstore of the additional textbook needs to meet the increase in students utilizing the evening/weekend hybrid option.
- Coordinate the schedule for nursing skill lab practice, proficiency check-off and testing on the MCC campus for the evening/weekend hybrid option with the evening coordinator and other departments.
- Implement consistent admission guidelines for the PN Program regardless of which option of study is desired by students.
- Implement a marketing plan and application process in coordination with Student Services Staff and Public Information Officer to obtain fifteen (15) additional students for Fall 2007.
- Meet the deadlines for the WIRED grant requirements for reporting and record keeping.

Assessment Strategy: Program Head/Program Director will monitor the progress being made as the components of the action plan are achieved and maintain necessary documents. Course documents formulated for the evening/weekend course of study will be available for assessing the action plan which will lead to meeting the objective. Approval documents by the North Carolina Board of Nursing (NCBON) for the expansion of the PN Program. The hiring of the nursing faculty personnel needed to achieve the goal. |
Assessment Outcomes:
- Through the acquisition of the Piedmont Triad Partnership WIRED Grant, MCC was awarded $107,142.00 to start the Evening/Weekend Hybrid Option of Study for Practical Nursing.
- Approval for program expansion was obtained by the North Carolina board of Nursing (NCBON) for an additional enrollment of fifteen students for the Practical Nursing Program on the first request to the NCBON.
- Two instructors were hired and began work on August 13, 2007. One instructor was hired in what was considered to be a permanent position and the other was hired in a one-year only grant funded position to relieve the Practical Nursing Program Head from Clinical Instruction two days a week as well as to meet the NCBON faculty-student ratio for clinical experiences in the Evening/Weekend Hybrid Option of Study. Providing funding is available, it is hoped that the one-year only grant position will become a full-time or permanent part-time position beginning with the 2008-2009 academic year.
- The NUR syllabi were adapted for the Evening/Weekend Hybrid Option of Study.
- The didactic (theory) content was placed on the Blackboard Learning System and new content as well as ongoing maintenance is provided by the Program Head, Full-time Instructor in the Evening/Weekend Hybrid Option of Study with assistance from the Dean of Education Technology as needed.
- Due to time constraints for implementing the Evening/Weekend Hybrid Option of Study, the video recording of lectures for viewing through blackboard was not achieved.
- Appropriate required textbooks were adopted for the Practical Nursing Program.
- The college bookstore was informed of the required textbooks and references for the Practical Nursing Program.
- The appropriate space for classroom and nursing skills lab was coordinated with continuing education and other departments and obtained for use on Wednesday evenings and all day on Saturday.
- Admissions guidelines were reviewed with the Admissions Officer and were found to be appropriate and consistent for both options of study.
- The Public Information Officer produced advertisements promoting the Evening/Weekend Hybrid Option of Study for local newspapers. Word of mouth advertising along with the newspaper ads yielded great responses. Sixty-two students (62) applied for the Evening/Weekend Hybrid Option of Study. Twenty-one (21) met the minimum requirements for admission. Fourteen (14) students enrolled in August 2007.
- In coordination with the Dean of Institutional Development, reporting and record keeping has met the deadlines of the WIRED Grant to date.
- An Administrative Assistant with a minimum of an Associate Degree to assist the Program Director with clerical responsibilities to maintain the required documentation to meet/maintain the NCBON standards was not funded.
- Additional adjunct part-time clinical instructor positions requested were also not funded. As a result, the one-year grant funded instructor was utilized to do clinical instruction for both options of study which relieved the Program Head from clinical instruction. Program Head was not relieved of classroom responsibilities.
- The requisition for a new computer (laptop) was submitted and WIRED grant funds were allotted and are available for the purchase.

Use of Results: Because of the quick implementation after receiving the WIRED Grant of about 4 months, the majority of the Evening/Weekend Hybrid Option of Study, but not all, of the two objectives were met based upon the action plan. The plan to videotape lecture content was not accomplished. Blackboard underwent an upgrade during this academic year, but the amount of space required for having all lectures videotaped and placed on Blackboard has not been determined. Until a determination can be made about the required space needed on Blackboard for video clips, the time constraints for the clips, the editing of lecture content to fit the time restraint, and the actual time for videotaping, the videotaping of the lecture content is on hold. Additions to Blackboard for the Evening/Weekend Hybrid Option of Study will occur as appropriate and will continue to be a work in progress. Objective # 2, in particular, cannot be fully measured until both options of study have completed their course of study and successfully passed the licensure exam for practical nursing (NCLEX-PN). For Fall Semester 2007, the attrition rate was 50% for the Evening/Weekend Hybrid Option of Study and 27% attrition rate from the Day Option of Study. It should be noted that the Day Option of Study began with 30 students as compared to only 14 in the Evening/Weekend Hybrid Option of Study. The Evening/Weekend Hybrid Option lost seven (7) students and the Day Option lost eight (8) students by the end of NUR 101 (Fall 2007) which is a more comparable attrition. NCLEX-PN results will better show if the two options of study are comparable and where modifications, if any, need to be made to either or both options of study. Two additional contractual part-time clinical nursing instructors with a minimum of a BSN to meet the instructor-student ratio required by the NCBON and to maintain a consistent instructor-student ratio for all clinical rotations in both options of study in the Practical Nursing program, one full-time permanent instructor, and the Administrative Assistant with a minimum of an Associate Degree to assist the Program Director with clerical responsibilities to maintain the required documentation to meet/maintain the NCBON standards will be requested in the 2008-2009 Institutional Effectiveness Plan. Appropriate Personnel Justification Requests will be submitted for the above positions. |

Assessment Outcomes:
- All nursing faculty on an ongoing basis are assessing their practice based on professional responsibility, knowledge-based practice, legal/ethical practice and collaboration as outlined by the North Carolina Board of Nursing (NCBON).
- The Prpgram Head and one of the nursing instructors completed a Graduate Certificate in Nursing Education from the University of North Carolina at Charlotte in December 2006 completing the requirements of obtaining formal preparation in the teaching and learning principles of adult education.
- The Program Head enrolled in the MSN-Nurse Educator Program at the University of North Carolina at Charlotte in Summer Session 2007 with an anticipated graduation date of May 2009.
- A part-time clinical instructor has been taking continuing education courses for obtaining formal preparation in the teaching and learning principles of adult education. However, she recently informed the Program Head that she will probably no longer be available to work once her grandchildren start public school which is before the requirement deadline so she may not complete the requirements.
- Two nursing instructors, newly hired instructors (August 2007) are pursuing enrollment options to meet the requirements of obtaining formal preparation in the teaching and learning principles of adult education within three years of their employment.
- One nursing instructor attended an all-day professional development workshop on February 2, 2008 related to online technology/instruction and the adult learner entitled “Online Teaching Strategies in Nursing”.
- All full-time nursing staff are approved, scheduled, and registered to attend the NCBON Education Summit in Chapel Hill on April 7, 2008.
- The Program Head and one nursing instructor recorded professional development activities on the appropriate professional development forms and submitted as required by June 30, 2007. New professional development forms were begun for fiscal year 2007-2008 for all full-time nursing faculty.
- Two nursing instructors have completed the worksheets required by the NCBON for continued competency required for licensure renewal in February 2007 and August 2006, respectively. The Program Head and one of the nursing instructors are in the process of completing their Continued Competency Worksheets as required for licensure renewal. Both renewals are occurring in first quarter 2008. Another nursing instructor completed a Continued Competency Worksheet for her renewal in February 2007 prior to her employment with MCC and will complete a revised competency plan at the time of her renewal in February 2009.
- The Program Head and one of the nursing instructors attended the North Council of Practical Nurse Educators (NCCPNE) Spring 2007 & Fall 2007 Conferences.
- One of the nursing instructors submitted her resignation effective February 29, 2008. Her last day of employment will be March 29, 2008.

Use of Results: The Practical Nursing Program Head will monitor the professional development activities by the nursing faculty to ensure compliance with the NCBON requirements by the December 31, 2010 implementation deadline. The Nursing Faculty will continue to take an active role in pursuing professional development and educational activities to strengthen instructional delivery. In anticipation of a accreditation requirement by the NCBON, the nursing faculty will proactive in securing professional development and educational activities that will meet accreditation guidelines. |

Objectives:
- Expand practical nursing content in the online component and use of simulation for both the day and hybrid options of study to facilitate an increase in student interaction through distance learning and a clinical simulation lab.
- Work with clinical agencies to provide clinical orientations through an online modality or via CD-ROM/DVD to reduce/eliminate orientation time during clinical hours.
- Update all Practical Nursing Documents to reflect the new NCBON curriculum standards, test banks, manuals, etc. in anticipation of future NCBON surveys, national accreditation and newest NCLEX test plans.
- Explore the possibility of moving some of the day option of study contact hours to an online component to reduce students’ class time on campus prompting classroom space availability for other areas.
- Explore the possibility of creating a third option of study (Day/Weekend Hybrid versus All Online except clinical) or the possibility of increasing the current evening/weekend hybrid option by 15 to equal the day option enrollment to expand the Practical Nursing Program while utilizing existing college facilities.
- Pursue the possibilities for funding of a Health Sciences Building needed for additional PN program expansion.
- Explore the possibilities for development of a LPN to RN (ADN) collaborative or RN completer program to benefit service area with adjacent community colleges offering registered nursing education.

Budget Needs:
- Additional full-time nursing instructor with a minimum of a BSN to relieve Lead Instructor/Program Head of classroom and clinical responsibilities in the day program to complete action plan, program curriculum updates and maintain all administrative responsibilities. This instructor could be instrumental in the development of the clinical simulation lab, case scenarios, etc. for MCC Practical Nursing and oversee the operation of and instruction in the clinical simulation lab. The salary needed is based on experience and would be $47,916.00/yr (0-4 years experience), $48,016.00 (5-9 years experience) or $48,116.00 (10-14 years experience) based on 2007 salary plan for a 12-month employee. Benefit package would require approximately $11,836.00 (FICA, Insurance, & Retirement) based on the highest salary listed above
- Additional full-time nursing instructor with a minimum of a BSN to fill the one-year grant funded position (being vacated 3-29-08) for the evening/weekend course hybrid option of study (classroom, nursing skills laboratory & clinical) under the direction of the Program Head at a salary of $47,916.00/yr (0-4 years experience), $48,016.00 (5-9 years experience) or $48,116.00 (10-14 years experience) based on 2007 salary plan for a 12-month employee. Benefit package would require approximately $11,836.00 (FICA, Insurance, & Retirement) based on the highest salary listed above.
- Two additional contractual part-time clinical nursing instructors with a minimum of a BSN at a salary of $26.49 (BSN) or $27.88 (MSN) per hour to meet the instructor-student ratio required by the NCBON and to maintain a consistent instructor-student ratio for all clinical rotations in both options of study in the Practical Nursing program.
- An Administrative Assistant with a minimum of an Associate Degree to assist the Program Head with clerical responsibilities to maintain the required documentation to meet/maintain the NCBON standards. Position could be a shared position with other programs, i.e. Health and Public Services Department. (Note: The personnel justification form that was submitted in March 2007 for the Administrative Assistant was not approved by the Planning Council) Salary range would be $22,608.00-$24,828.00 for a Level II employee.
- Approximately $500.00 for computer supplies, i.e. CD/DVDs, Labels, Jewel Cases, etc. for producing clinical orientations.

Assessment Strategy:
- New clinical sites will be established for clinical experiences by Practical Nursing Students.
- Articulation agreements will be signed and new clinical sites will be implemented into the clinical experiences to begin with the 2009-2010 academic year.
- Capital campaign will begin for Health Sciences Building.
- An additional nursing faculty member will be hired to develop, implement and coordinate the clinical simulation lab.
- A clinical simulation lab will be created and case scenarios will be developed by a clinical simulation lab coordinator for implementation beginning with the 2009-2010 academic year.
- Appropriate additional equipment and supplies will be obtained for providing state-of-the-art clinical simulation experiences.

Budget Needs:
- Additional full-time nursing instructor with a minimum of a BSN to relieve Lead Instructor/Program Head of classroom and clinical responsibilities in the day program to complete action plan, program curriculum updates and maintain all administrative responsibilities. This instructor could be instrumental in the development of the clinical simulation lab, case scenarios, etc. for MCC Practical Nursing and oversee its operation. The salary needed is based on experience and would be $47,916.00/yr (0-4 years experience), $48,016.00 (5-9 years experience) or $48,116.00 (10-14 years experience) based on 2007 salary plan for a 12-month employee. Benefit package would require approximately $11,836.00 (FICA, Insurance, & Retirement) based on the highest salary listed above
- An Administrative Assistant with a minimum of an Associate Degree to assist the Practical Nursing Program and Program Head with clerical responsibilities to provide clerical duties for the expansion of clinical sites and the development of a clinical simulation lab. Position could be a shared position with other programs, i.e. Health and Public Services Department. (Note: The personnel justification form that was submitted in March 2007 for the Administrative Assistant was not approved by the Planning Council) Salary range would be $22,608.00-$24,828.00 for a Level II employee.
- Twenty-five thousand dollars ($25,000.00) to create the clinical simulation lab with additional equipment or upgrades that were not covered by the Allied Enhancement Grant in 2006 in addition to possible in-house remodeling of space.
- Approximately two thousand dollars ($2,000.00) for consumable clinical nursing supplies.
- Approximately six million dollars ($6,000,000.00) for a Health Sciences Building.
